"India can set up a consulate in Lhasa," the IANS quoted Jujian Hua, director at Tibet's Foreign Affairs Office, as saying. "That depends on India."

"The (resumption of) cross-border talks between China and India represents a great step in the relationship between the two countries," Jujian told a visiting IANS correspondent.

"Deepening the bilateral relationship really depends on India," the official said.

"Between friends, we should communicate more so that our relationship is strengthened. The central government of China and the Tibet Autonomous Region have a very positive attitude."

The Indian consulate in Lhasa was closed after the brief war between China and India in October 1962.

At present, Nepal is the only country to have a consulate in the Tibetan capital.

China allowed India to open consulates in Shanghai and Guangzhou. India allowed China to re-open its Consulate in Kolkata that was closed after the 1962 war.

The United States House of Representatives passed bill in June this year asking the government to open a US consulate in Lhasa to “provide services to US citizens traveling to Tibet and to monitor political, economic, and cultural developments in Tibet, including Tibetan areas of Qinghai, Sichuan, Gansu, and Yunnan provinces.” China accused the United States of meddling in its internal affairs. At a regular press briefing in Beijing, Chinese Foreign Ministry spokesman Ma Zhaoxu went on to ask U.S. to “delete China-related sections” in the bill to avoid damaging bilateral relations between the two nations.
