Subject :Re:FW:Tibetan Youth Congress Vice President Dhondup Dorjee's complaint against Tsewang Rigzin

I feel pity on you, if you feel its correct to kick out someone by violating the Rules and Regulations of the Organization (TYC). yOU SHOULD first read through Dhondup Dorjee's academic achievements and 6 years of service experience in TYC Centrex. He was instrumental in major campaigns in New Delhi since 2004. Avoid assassinating people's character like the Chinese Communist Party.

I can't believe that Mr. Dorjee Dhundup had done this. There might be some mistake or some misunderstanding.
How can such nice and gentle person do this.Something is messy in this.

For these years, you didn't listen to the guidance of his holiness the DALAI LAMA, didn't obey the rules of organization. You moved arbitrarily, just by your personal wills. Your behavior has seriously affected the image of TYC!

Thank you all for convening an emergency regional meeting and glad for also acknowledging both the President and Vice President as key leaders of the TYC.
Well, as per your request we will surely send you the scanned copy of TYC Centrex resolutions regarding the Hunger Strike Campaign in New York at the earliest possible time. General Secretary is on leave today and President has not yet joined Office, so we will sent the scanned copy after discussing with them. You all can clearly read and see in our meeting resolutions which was recorded in our Centrex minute book that the Centrex members have decided only to carry out the Hunger Strike in New York from 25th February, 2010 and also on its demands but there were no decisions made on the Centrex members who will represent TYC and on participants during hunger strike. If the President or any members still claims that it is the President who decides, then please cite few examples of past TYC President who has taken such undemocratic decision without consulting or discussing or even informing the VP and Centrex Members? Under which TYC Charter (rules and regulations) or past 40 years resolutions of GBM and WCM or Centrex resolutions it was written or recorded that the Centrex President is authorized to make such decision without even informing the Vice President? Its really funny and immature for TYC Centrex members to be raising such issue, am not even sure if its worth clarifying here but since President seems to be raising this pretty often in my absence that President has sent VP to Taiwan, Mexico and Hungary, I feel its important for me to clarify his only misleading justification for his authoritarian decision.
The first invitation for TYC came from International Union of Socialist Youth (IUSY) in December 2007 and meeting was held in Dominican Republic. At that time, President and we both discussed on the IUSY invitation and he suggested for both of us representing at the IUSY Meeting but I refused by saying that the organizers will give reimbursement only for one member and TYC can not bear the expenses of additional delegations and more over one member was enough to represent an organization. Therefore, President himself went and attend that meeting. If its for his decision as per his justification then we both would have attended the meeting. Its not true.
Then, in January 2008 there was invitation from Taiwan to TYC to take part in a panel discussion on “Human Rights in China and 2008 Beijing Olympic Games”. President asked me if I can take part in the panel discussion to which I agreed happily mainly because I have done my M.Phil dissertation from JNU on China's human rights diplomacy (1989-2003) and felt its good opportunity to share my knowledge and experience in this field. Then in 2009 I took part in the IUSY World Congress in Mexico and Festival in Hungary but all Centrex members are well informed and aware of my visits and even recorded in minute book. That's my clarification to Presidents argument, I feel its not even worth and don't want to go down below my dignity to raise how many times President himself went to Europe, Asia, Americas and etc. All records are available in our website for your information.
For your information, the Centrex meeting was actually on the agenda to review pending TYC’S resolutions during General Body Meeting (2007), Annual Working Committee Meeting (2008 and 2009) and TYC’s upcoming Campaigns. There was no mention of Hunger Strike in New York but during the meeting President himself came out with the idea of Hunger Strike in New York which was supported by majority members of only 5 votes. .
Since, 5 members majority have decided to carry out this campaign, the Centrex members convened another meeting again and we extensively discussed on the demands of the Hunger Strike.
Regarding your other two requests of TYC Centrex letter of support from RTYC and Invitation letter printed on TYC Centrex letter head. I was really surprised and saddened to learn that such a letter on behalf of TYC Centrex was sent without the knowledge of elected Vice President of TYC and the rest of Centrex members.
Again for your information, this is not the only time our President took such an undemocratic decision without any transparency but there were number of other occasions he did take such unilateral decisions on behalf of TYC Centrex without the knowledge of Vice President and the rest of our Centrex members. I have been in TYC Centrex for the last over 5 years and in regional chapters for the last over 9 years but have never gone through such a difficult era in my life. For the sake of our Tibetan movement and TYC, i felt it was our moral responsibility to confront all these challenges firmly and with a heavy heart i have been working together with our team despite all these unfortunate developments within our Organization.
To cite some of them, right after assuming Office. President said during first ever TYC Centrex meeting in 2007 that he will inquire about RTYC NY & NJ letter of opposition on his candidature as Centrex members which was distributed among regional chapters during GBM. I was told that he has sent a letter to RTYC NYNJ without the knowledge of rest of Centrex members and RTYC NYNJ replied to his mail but he has till date not discussed on it within Centrex members on the outcome of his personal inquiry. Anyway, this is a minor one comparing to the following issues.
During 5 Organizations campaign of March to Tibet in 2008, His Holiness the Dalai Lama convened an emergency meeting of President, Vice President and General Secretary of all the Organizations but he didn’t even bothered to inform the Vice President nor did he updated rest of the members on His Holiness guidance during the meeting. When i asked him why he didn’t inform me on such an important issue? His reply was “I thought you would not be able to come from Delhi”. It was his moral responsibility to at least inform me and my duty to attend such an important meeting with our undisputed leader. When i asked about the meeting, he said it’s secret. Other than TYC activities inside Tibet, the rest has to be transparent and discussed within Centrex members democratically.
After many weeks, His Holiness convened meeting of all the President of the March organizing committee again but our President didn’t attended that and instead asked me if i can attend. During that meeting, i have learnt that His Holiness have guided and advised during the first meeting to terminate the March and focus on some other Tibet awareness activities since there was tremendous pressure from the government of India. His Holiness even asked what is the status of the March?. And said it’s good if you all have terminated the March to Tibet and rather carry out some other awareness campaigns like seminars and etc. I was really shocked and i immediately tried to update President on the outcome of the meeting but learnt that he left for San Francisco (USA)to take part in Torch protest without even bothering to inform the Vice President. So, our President considered going to San Francisco to take part in the torch as Official visit without informing the Vice President and others more important than meeting summoned by His Holiness.
Later TYC joined again without considering His Holiness guidance and convening a Centrex’s meeting to take part in the March to Tibet which started from Delhi. With all these disobedience and disrespectful to His Holiness guidance resulted in the Security Department of the Tibetan Exile Government to stop TYC from Official reception to His Holiness at Gagal Airport after his foreign tours. This Official reception at airport has been one of the most distinctive Status and unique traditions of TYC which sums up the relation between TYC and our leader for the past many decades, where only the Chairperson of the Tibetan Parliament, Kalon Tripa and TYC President (a representative in their absence) were given VVIP treatment. We have lost this Official status now and some of our Kalons (cabinet ministers) have stated publicly that TYC has been carrying out activities against the wishes and guidance of His Holiness. Because of which our Chapters have been facing tremendous problems within our region and lack of public trust and support. The Department of Religion and Culture have officially written to Monastic community and directed them not to participate in political activities which are against the wishes of His Holiness the Dalai Lama.
During the March Uprising in Tibet in 2008, our President has not stepped in TYC Centrex Office from 6th March till 23rd March 2008 (over 17 days) nor was he available at residence. During those crucial moments, i had convened an emergency Centrex meeting to discuss on urgent campaigns by TYC Centrex but when i informed President, he text messaged me by stating that “there was no need for you to go down to Delhi and i will decide everything on matters relating to TYC”. Regional chapters from various places have been complaining with Centrex not initiating any major campaigns but our President was not even bothered and instead asked me to stay back in Dharamshala. You all can check out on our website when did TYC officially issued a Statement against March crackdown in 08 and organised major campaigns.
In March, without the knowledge of TYC Vice President and rest of the Centrex members, TYC President and General Secretary have written an Official complain in the name of TYC Centrex with derogatory remarks to our elected Prime Minister Prof Samdhong Rinpoche.
For the first time, China has publicly made allegations that TYC as a Terrorist Organization was first quoted from TYC President’s interview in Italian news paper. This was carried out in various media and damaged TYC’s international image with all such negative coverage. Ofcourse, TYC did issue press statement to clarify twice but what steps were taken against the Italian news paper who quoted the President?
The English Rangzen Editor and Assistant Editor took main responsibility to research and published TYC’s response on CCP Allegations to prove their allegations wrong. We also made this available in Chinese language with the help of RTYC Taiwan to protect TYC’S image internationally and particularly among Chinese public. Since i was engaged, RTYC Taiwan requested Tenzin Yangdon who mainly researched on our response to address the students and public and also to address the press conference during the release of Chinese version of our response. RTYC Taiwan have officially written to President that all the RTYC Taiwan will bear all the expenses but President who was in Belgium at that point of time had objected without even consulting rest of the members. RTYC Taiwan was extremely shocked and disappointed by President’s decision.
In both 2008 and 2009 WCM, regional chapters have questioned on the accounts of March to Tibet. President just announced on the amount of donations received, total expenditure and the donations received but we are still not aware of the details and since TYC has contributed money in it, it is mandatory for the Centrex to have its audit done officially and present it for our regional chapters.
The Official e-mail id of TYC for over a decade has been tyc@vsnl.com and the password for that was accessible mainly to President, Vice President and General Secretary. Since, Tsewang Rigzin la took over as president, he created tyc4rangzen@yahoo.com as another TYC Official mail id and refused to share the password of that id till now with Vice President and the rest of executive members. You can check this from our website contact list. This is complete illegal in a democratic Organization like TYC.
Now with the recent time, President along with Joint Secretary and Public Relation Officer left for Delhi on 22nd January 2008 (Friday) for US Visa interview without the knowledge of Vice President and other Centrex members. There was an Official grand Tenshug to His Holiness the Dalai Lama by the Tibetan Government and Public in Dharamshala. The Department of Religion and Culture have officially invited TYC but our president left for Delhi and asked me to attend. There were many who felt this is really disrespectful to our Leader.
Tenzin Norsang actually told me on 22nd January 08 around 4.30 pm that he is going down to Delhi but for some personal work. Konchok Yangphle also told me around same time that he will keep TYC stuffs at Delhi Office when he visits Delhi next time. But after around 10 minutes later, President informed me that all three of them are going down to Delhi for some official work. When i asked what’s the Official work, he said regarding Hunger Strike in New York but still then he refused to say that he has arranged invitations for Tenzin Norsang and Konchok Yangphel. When i insisted and asked him that we have not decided on Centrex representatives and hunger strike participants? He then disclosed at last minute that Norsang and Konchok are also going along with him. I told President very clearly again at that time that this has to be discussed within Centrex meeting among members. I even told him that i as an elected and responsible Vice President will take necessary and responsible steps to protect the integrity and status of TYC in the longer run. I even told him that the President of TYC or any members have no moral right and authority to take such an undemocratic decision. These will have serious damage with the credibility of TYC in future once it becomes public.
We have more than 50 resolutions of General Body Meeting (2007) and Annual Working Committee Meetings in 2008 and 2009 pending and need to somehow implement before our term in August 2010. Unfortunately, TYC Centrex not able to implement so many resolutions and kept it pending were never happened in our 40 years of TYC history and existence.
Lastly, if you all read the first aim and objective of TYC it states:
To dedicate oneself to the task of serving one’s Country and people under the GUIDANCE of HIS HOLINESS THE DALAI LAMA, The spiritual and temporal ruler of Tibet. First time in TYC’s history, the present team of Centrex have never sought even an audience with His Holiness for his guidance on our major project nor did the Centrex obey his guidance (example on March to Tibet). How could TYC continue to succeed in gaining our masses sympathy and support by going against the wishes of our leader and unnecessary accusation on our elected prime minister without even discussing within our Centrex members?
If we look back at past TYC hunger strike in New York 2004, all the Centrex members have extensively discussed on every major detail of the campaigns then. To disclose with you all, the Centrex also sought guidance from our leader and had the consent of His Holiness the Dalai Lama on the campaign in New York 2004 hunger strike. The Vice President and other members have even come to the airport to send off all the other TYC Centrex members and participants of hunger strike in 2004. Only those Centrex members left for New York who have all decided to take part in the Hunger Strike if necessary. Ex Centrex member Dolma Chophel la was given a choice to sit in first batch or second and she herself volunteered to be in the first batch along with Gyatso la and Wangdu la.
You all may seek guidance and advice from former Centrex members who are presently in New York if the TYC President can take such undemocratic decision without even bothering to inform the Vice President, forget about discussing the issue. You may also contact our immediate former Centrex members on the issue.
I have been tolerating with great difficulties such undemocratic developments in our TYC Centrex on number of occasions but this time things have gone beyond limit and i cannot take responsibility and be part of such unethical developments. In spite of my repeated appeal to convene a meeting and discuss democratically, President chose to leave for Delhi. So, it was my moral responsibility to contact American Embassy not to entertain visa applications since we have not discussed on TYC representatives within out board. Later i informed Bureau Office in Delhi on the development and Mr Tenpa Tsering la (Representative) called me in the evening and said TYC President came with a letter of invitation from regional chapter in US, so i gave the supporting letter from Bureau. Then i felt may be RTYC NYNJ might have sent the invitation, therefore it was important to inform RTYC NYNJ regarding the unfortunate developments within the Centrex and sought some clarifications.
I was extremely disappointed and saddened to go through the details of complete false information in the invitation which was asked to send by Centrex President without the knowledge of Vice President. When the Embassy Officials from Fraud Prevention Unit called me, they asked me many information related to the invitation to which I answered honestly to my knowledge since I have not come across such invitation letter but later after going through the invitation letter I found out why the Officials asked me about meetings and activities at other States within US.
If siding with wrong decisions, Lies and mistakes are termed as “UNITY WITHIN TYC” and speaking up with straight forwardness and honesty is termed as “PERSONAL DIFFERENCES” then I beg to differ with you all on this. I took the Pledge from TYC Charter in-front of His Holiness the Dalai Lama's portrait before assuming the huge responsibility like you all did and I can not under any circumstances go against my pledge and principles.
Thank you all for your patience and cooperation,
Always feel absolutely free to contact me anytime.

Dhondup Dorjee
Vice President,
Tibetan Youth Congress,
Office of the Central Executive Committee

TYC Centrex resolution regarding discharging Dhondup Dorjee

TYC CENTREX passed through the resolution of starting a hunger strike in front of the UN Building in NY. Just the moment to apply for passports of TYC members, the vice president Dhondup Dorjee privately contacted the US embassy, leaked the real purpose of applying for passports, leading to the U.S. Embassy to recover all of the issued passports, resulting the failure of this activity. Meanwhile it has seriously affected the image of the TYC. In addition, Dhondup Dorjee also leaked one important thing, provides an important excuse for others, at the same time it causes great loss to TYC.

According to organizational discipline, TYC CENTREX decide to denudate Dhondup Dorjee's membership since Feb 8th 2010, and eliminate his identity of CENTREX standing committee.

Resolving the event is only by punishing himself, in order to prevent such cases from happening. Detailed questions will be proposed in the General Assembly for discussion. This event is an inside problem in the organization, hoping it will not be extended outside the organization.

I really think it's correct for the TYC to kick Dhondup Dorjee out.

Topic : Dalai Lama says US wants serious engagement on Tibet

Dharamsala, Nov 29 (ANI): Tibetan spiritual leader, the Dalai Lama, has said U.S. President Barack Obama wants serious engagement on Tibet.

Addressing the ongoing session of the Indian Federation of Working Journalists here on Saturday, Dalai Lama said without any time frame, he was sure that winds of change would sweep China.

“China have to go along with the world trends…no matter how powerful the China is, it have to go with this way and that is democracy, freedom, rule of law, independent judiciary and freedom of news is very important, things will change definitely, how soon no one knows,” said the Dalai Lama.

The Dalai Lama said the US president probably did not meet him before his China visit because of diplomatic reasons.

“President Obama himself wants to do something for Tibet and it is sure…so he want to get more serious engagements about Tibet so if he meet me before his China visit then the Chinese government have to take some punitive action against him like it does in the case of French President and German Chancellor,” he said.

Obama had called for a resumption of dialogue between the Dalai Lama’s envoys and China to resolve the Tibet crisis during his just-concluded visit to Beijing.

The Tibetan government-in-exile said last week it was willing to talk to China following Obama’s comments. (ANI)

Topic : Lhasa still the ultimate destination

<p>TAWANG (ARUNACHAL PRADESH): In a fitting prelude to the 14th Dalai Lama’s first day of discourse in Tawang on Monday, thousands of his followers joined hands in a prayer for peace with China and a wish that someday they would be able to travel to Lhasa, the capital of Tibet. Forty-seven years after People’s Liberation Army overran the monastery town of Tawang, China today doesn’t excite the people as much as Lhasa does. Tawang, known as the Land of Monpas, and Tibet, are bound together by Buddhism. They speak different languages, dress differently, but have similar food habits.<br /><br /><img src="http://t3.gstatic.com/images?q=tbn:HROXcEeHwnAOlM:http://www.absolutechinatours.com/UploadFiles/ImageBase/Tibet-Lhasa-Potala-Palace-on-Marpo-Ri-Hill-1-CKB%281%29.jpg" border="0" alt="Lhasa" width="278" height="170" />Fifty years ago, just before the Dalai Lama pulled off his escape from Tibet through the border across Tawang, a traditional mule track was the only connection between Arunachal and Tibet. Back then, the monastery town was a thriving salt market for Tibet. The wealthy men of Tawang would set off on a three-day trip to Lhasa on horseback carrying salt. Their trade done, the men would study Buddhism at Lhasa and return home to teach their own. <br /><br />‘‘That was then. Now, the mule track is covered with thick overgrowth but it can still be seen at Pt Sow (a border point), from where the people used to cross over,’’ said Thandup Khandu, an elderly Monpa gentleman. The weatherbeaten tracks keep their dreams alive.<br /><br />Like thousands of others, Lama Chojor, too, hope of crossing over to Lhasa, a sort of ‘‘promised land’’ for the people of Tawang. ‘‘I want to go to Lhasa like my grandfather,’’ said Chojor. He is aware of the better road and rail links across the border, just 40 km from Tawang. Chojor’s friend Rinchen said, ‘‘Lhasa is 559 km from here and I could drive and reach there in a day. If the border is opened, I’ll be among the first people to make this trip. It’s a dream close to my heart.’’ Tenzin Lama, an old-timer, said, what attracted the people of Tawang to Lhasa was Buddhist scriptures. ‘‘We have some of those scriptures here. But we want to see those at Lhasa.’’</p>

<p>THE Dalai Lama will join the call for action on climate change when he arrives in Sydney tomorrow.</p>
<p>This is the seventh visit to Australia for the 74-year-old self-professed ''simple Buddhist monk'', and will culminate in the 20th anniversary of his Nobel Peace Prize win on December 10</p>
<p>In a letter written before his visit, the exiled Tibetan spiritual leader said he hoped to teach environmental responsibility and religious tolerance during his stay.</p>
<p>''As far as the natural environment is concerned, we have a twofold responsibility; firstly to take greater steps to care for our world and, secondly, to undo the serious environmental degradation that has resulted from incorrect human behaviour.</p>
<p>''Today, the world over, we can find followers of many faiths sacrificing their own welfare in the service of others. Clearly the development of altruism, the wish to work for the happiness of others, is the most important goal of all religious practice. Therefore it is crucial that we nurture harmony and trust among our spiritual traditions.''</p>
<p>Messages of inter-religious harmony, environmental responsibility and self-improvement will figure prominently in the series of talks he will give in Sydney.</p>
<p>The first, <em>Awakening the Mind</em>, is on Tuesday and Wednesday and will focus on teachings about positive life changes.</p>

<div><span style="font-size: small;"><img src="http://www.merinews.com/upload/thumbimage/1258266586014_t.jpg" border="0" width="148" height="99" />TIBETAN STRUGGLE for independence is not just the story of mutiny by monks. Ever since its beginning in 1949 ,women of Tibet fought shoulder to shoulder with their men in the fight for a free Tibet. The Tibetan Women’s Association (TWA) completing a successful 25 years of its re-instation is a visible symbol of Tibetan women protest.</span></div>
<div><span style="font-size: small;"><br />The association traces back its origin to March 1959, in Lhasa when thousands of Tibetan women gathered in front of Potala palace to protest the Chinese invasion. In that historic struggle, hundreds lost their lives and thousands were imprisoned. </span></div>
<div><span style="font-size: small;"><br />After those fatal days and the establishment of a Tibetan government in excile at Dharamshala, the Tibet women reconstituted themselves on September 10,1984.Today with 1500 members and 49 world wide chapters across four continents TWA is one of the most powerful women organizations in Tibetan history.</span></div>
<div><span style="font-size: small;">Seeking vigil and attention of world community is one of the prime agenda of Tibetan Women’s Association. But the association’s activities through the time period spread to other social services also. <br /><br />“Nowadays TWA is actively participating on issues of development, environment, gender and political issues by lobbying government and different NGOs,” said Nyima Lhamo, Programme Co-ordinator of TWA at Dharamshala. In May 2009, the association was invited to participate in the fifth Asia Pacific Conference on Reproductive and Sexual Health and Rights by the Women’s Global Network on Reproductive Rights (WGNRR).</span></div>
<div><span style="font-size: small;"><br />But later due to pressure of China who hosted the conference, the permission was denied. The association is also a key member of the working group Tibet Third Pole, which is currently planning to participate in the Climate Summit scheduled next month in Copenhagen. The Tibetan Women’s Association is also active in the empowerment programmes of Tibetan women in excile. A number of projects like Tibetan Nuns Project, stitches of Tibet, Old People’s Home has been launched by the association for the purpose.</span></div>

<p><strong>Bangalore: </strong>A three-day exhibition at the Chitrakala Parishath offers a glimpse of the half-century of exile of the Dalai Lama and other Tibetan refugees. The exhibition, organised to express their gratitude to the Indian government and people, was inaugurated on Sunday by MLA Narendra Babu.</p>
<p>Thangka paintings and woven carpets, handicrafts, photographs, organic food and ancient medicines are on display. A film festival will showcase some of the finest films and documentaries on the subject: Kundan, Tibet: Murder in the Snow, Tibet: Cry of the Snow Lion and The Unwinking Gaze.</p>
<p>Visitors can witness cultural performances, and buy books and handicrafts that offer an experience of Tibet. They can also listen to the chantings of Buddhist monks. The exhibition will offer a rare chance to see the creation and destruction of the mandala by monks of the Gyudmed Tantric monastery -- nearly 150 monks from this 15th century monastery in Lhasa fled to India in 1959. The creation of the mandala is a Tibetan Buddhist ritual tradition, involving the painstaking creation of a large image in coloured sand granules, representing Buddhism themes. This is then ritually destroyed symbolising transience.</p>
